Value-Based Purchasing Gets A Boost

The Department of Health and Human Services’ recent announcement that it will pursue value-based purchasing is reflected in the Obama administration’s budget plan for 2016. The plan lists “implement value-based purchasing” for five different post-acute provider categories including home health.

In the 2015 HH PPS final rule, the Centers for Medicare & Medicaid Services floated the idea of having up to 8 percent of an agency’s reimbursement riding on their patient outcomes under VBP, formerly known as pay for performance (P4P) (see Eli’s HCW, Vol. XXIV, No. 1).

In the budget proposal, the administration also signals its intention to pursue bundled payments across post-acute provider types.
