Wiki when does a perinatal condition (HIE) cease to be appropriate?

Per chapter 16 guidelines, P codes "may be used throughout the life of the patient if the condition is still present" or "for conditions that have been specified by the provider as having implications for future health care needs". My question is should P91.60 (hypoxic ischemic encephalopathy (HIE) be used for a 5 y.o. if a specific condition that may have resulted from the HIE, such as epilepsy, is coded? My thought process is that the HIE is not still present and since the "implication" of the HIE is likely to be epilepsy, wouldn't we coding the epilepsy and not the HIE for a 5 y.o.?
