Quick question, Can a Dr's office charge (ex:$1.00/page) the patient for results to their own lab work, x-ray reports, etc?

Under the current HIPAA regulations you can charge a REASONABLE fee for the copying and mailing (if requested) of a patients records - which does include test results. You will have to check with your state as many states limit how much you can charge per page.
