Use of CPT 88172 and 88177

Our Anatomic Pathology department currently does FNA Thyroid
adequacy assessments using 88172 and 88177. Since we are
a teaching hospital the pathologists are having the Cytopathology
Fellows perform the FNA smear assessments for adequacy. Is it
appropriate to bill ? Are there any regulatory requirements on who
can perform ? Thanks for any help you can offer :)
