Hi, I have a provider that did a Laparoscopic tubal ligation by Filshie clips and Cauterization. We are debating to see if we can bill 58671 with 58670 since provider did do both procedures or should we report one cpt with modifier 22?

No. Both codes have the exact same RVUs assigned so are the same work and both are bilateral. So just pick one and bill it only.
