Can you bill a TCM visit for a hospice patient?

If there is an official discharge FROM any of the hospital settings: Inpatient Acute Care Hospital, Inpatient Psychiatric Hospital, Long Term Care Hospital, Skilled Nursing Facility, Inpatient Rehabilitation Facility, Hospital Outpatient Observation or Partial hospitalization at a Community Mental Health Facility

TO: His or her home, his or her domiciliary, a rest home, or assisted living,

Then you should be able to bill TCM as long as the additional interactive 2-day call and face-to-face visit occur. I don't see anything in the TCM guidelines that say hospice patients are excluded. Some hospice patients recovery and are pulled out of hospice. So I would say if you can't find documentation that hospice patients are specifically excluded from TCM coverage (and I can't), then go for it. All the articles I find actually include hospice care givers as providers of TCM.
