There is a NCCI edit for 67040 and 67028. A modifier is allowed to override the relationship.

If the procedures are on different eyes, you could use a modifier to override the NCCI edit.

(Note - the above answer is based on my knowledge of NCCI edits in general. I'm not an opthalmology coder. However, different eyes would be an appropriate use of a modifier to override an edit.)
