Is it appropriate to bill insurance for pap collection if it had to be done again because not sufficient cells were collected originally? Thank you

In our practice, we would bill Q0091 again, with diagnosis code R87.615 - unsatisfactory cytologic smear of cervix. In reality, it's not very often, and I would imagine the carriers will bundle it and not pay. But we do bill for it.

We use Q0091 for all patients, regardless of insurance. We know that most plans bundle it with the visit, but we still are providing the service, so code for it.
