Wiki Repair codes denying (Dermatology)

I keep getting denials for the majority of the repair codes (CPT code 13152 mod 59, 13132 mod 59). This is with supportive documentation as well.

Denial reason states: Included with 17311 & that 59 modifier not supported.

Not sure what other Modifier maybe appropriate for this code,

Any advice on this would be greatly appreciated.

Have you checked the payer for coverage of Moh's Surgery?

Is the complex repair code you are choosing correct without a flap or graft? Meaning, is it really complex?
