I am getting confusing information regarding repair of the anterior tibial tendon in the foot.

I know the tendon runs down the leg/ankle and into the foot, I was taught if it is being repaired above the ankle joint use the 27664 and if it is below the ankle joint use the 28208.

I can find documentation out there supporting both.....my doc is clearly in the foot and doing the repair below the joint near the tarsals....so I am confused by the suggestion to use the 27664

Anyone have any thoughts ? experience in this type of case ?

repair of the anterior tibial tendon at the level of the foot defines CPT 28208.
CPT 27664 (repair, extensor tendon, leg; primary, without graft) the repair takes place in the leg.
