Wiki Reduction of Shoulder Dislocation with Sedation

ED physician performed a closed reduction of a shoulder dislocation. Patient was sedated. Is 23655 the appropriate CPT code for this scenario? "With anesthesia" is confusing me, and I can't find any information that states whether this includes sedation or if it's just general anesthesia

I've been coding orthopedics for several years, and to be honest I don't remember where I got this or if it's correct, but I have always treated "with anesthesia" as meaning general anesthesia. You really would not want to perform this procedure without some form of pain management.
