Looking for direction as to why there are not more locations for pressure ulcer codes. Is it because PU only develop over bony prominences, therefor CMS considers the rest as non-pressure ulcers developed for other reasons? trying to formulate direction to educate provider.
 
What you're saying is not quite correct - the specific codes are for the most common locations, but a pressure ulcer can, theoretically at least, develop anywhere on the body. If the provider diagnoses a pressure ulcer for a location for which there is no specific code, then you can still assign a code from L89.89-, which is for pressure ulcers of other sites which are not elsewhere classified in the coding system.
