If a practice acts as the originating site for a client to provide connection to one of the practices distant site providers, is the facility able to bill the originating site fee charge (Q3014)? Or, can this only be billed when serving as the originating site for a distant site provider that is not part of the same practice?
 
Yes, you can. You are in fact the originating site and making a referral after all. Once the patient has moved onto the next site, the next site may bill for specifics as to the patients care.
