Open excision of extrasynovial adhesion in knee.

The surgeon performed a diagnostic arthroscopy prior to the open excision.
I asked the surgeon if the adhesion was attached to the capsule and they stated that the procedure was done through an open incision but it was outside the capsule.
I am thinking I need to go with the unlisted 27599?

Op report reads...
"An incision was made just over the palpable adhesion, taken down through subcutaneous tissues and fat to identify the IT band. The IT band was incised and retracted anteriorly and posteriorly. This thickened band of tissue appeared to be adhesion. There was just deep to the IT band, appeared to be a synovial fold that was not visible from the intraarticular viewing. This adhesion was excised. The knee was taken through range of motion, and with range of motion and palpation, the adhesion was successfully removed."

Any help or suggestions are appreciated.
