Hello everyone! My doctor attempted an OCT 92134 but was unreliable and unable to get a good scan. Can this be billed? Is a -53 modifier used? Please any help on this would be appreciated

From searching the NCCI guidelines there is nothing that would prevent you from submitting (I can find no reference to this modifier being excluded on any search.) The only modifier that should not be used is the 52 as was done in the past with 92135.
