Op Procedure:Direct laser micro laryngoscopy & biopsy using operative microscope & injection of kenalog

Laryngoscope was carefully introduced & passed into the hypopharynx & exam performed of hypopharynx, endolarynx & piriforms. A suspensory arm was carefully placed to position the larynx for good evaluation of the true vocal folds. This revealed a large granuloma on the left mid point of the vocal cord. Biopsies were taken using microscopic techniques with minimal mucosal removal & micro-flap techniques, & a pledget soaked in a small amount of epinephrine was placed against the biopsy site. Following this the left vocal cord was injected superficially with a small amount of Kenalog. In addition, the micro-flaps were then carefully placed back down on the true vocal folds. Noting no further bleeding, throat was suctioned & patient awakened from anesthesia. One coder wants to use CPT 31536 & 31571--I think it should be 31545 & 31571. Anyone have any insight which CPT would be correct?
