Wiki Modifier when 67840 and 67700 are both billed

My doctor is billing 67840 lesion excision and 67700 abscess drainage. His chart note states the abscess is adjacent to the lesion.
Is this billable, modifier 59 does not seem appropriate to me, but I'm not a coder. What about one of the X modifiers.? Any help would be appreciated.
