Wiki Modifier question during global period

Patient was seen in office setting had an elbow diclocation, doctor did a closed manipulation of the dislocation, 24640. Parents brought patient back because she didnt want to use the arm again 3 days later. Doctor does not feel another dislocation and advises ice and OTC meds? Billable OV with a 24????? Not sure this justifies a billable OV or would this be consider part of the global packeage?
