Wiki Moderate Sedation (99156) performed by different physician in an office setting

We are getting denials stating that CPT 99156 and 99157 are not allowed to be billed in an office setting and may not be reported in a non-facility setting. We can't find where a place of service is specified in any of the coding guidelines. We are performing the moderate conscious sedation for kyphoplasty's in an office setting and the kypho is being performed by a different physician. Any input? Thanks!
