Wiki Inguinal hernia repair

Procedure performed was left inguinal hernia repair with contralateral exploration (no hernia found). My surgeon wants to bill 49491 for the LIH and 49491-52 for the right negative exploration. Is this correct? There are 2 separate incisions. I've never had much success with modifier 52. Thanks!
