The cobra catheter was then withdrawn from the SMA and placed in the celiac artery for selective arteriography. The catheter was then placed in the right inferior phrenic artery for superselective arteriorgraphy. The catheter was then withdrwan from the inferior phrenic artery and advanced into the common hepatic artery for selective arteriography.

I coded 36246 - common hepatic
36245-59 SMA
36245-59 IPA

Should the IPA be coded as a second order vessel as it off the celiac artery?

Yes. I would code selections this way:
36246 common hepatic
36245-59 SMA
36248 Inferior Phrenic (same vascular family as hepatic)
