The current NCCI files contain the effective and deletion dates of all previously existing edits - you don't really need to refer to the original 2019 file because any changes or deleted code pairs are always retained in the most recent version.

Codify gives you the option to select the edits back in 2019 if you are looking at a payment from 2 years ago.
