If patient comes in complaints of having history of hives but currently has inactive hives but want's medication for next time he gets Hives since its a reoccurring problem, is it appropriate to code Z87.2 by itself for history of hives, or it needs to be coded with L50.9 for Hives.

I would say using the history code could be enough as I have used history codes as a primary dx code in the past. The only other suggestion I will make it just check the Z- codes to see if there is an Encounter code you could also report.
