Wiki ER same day surgery should a NP visit be dictated as well?

My orthopedic doctor will see patients in the ER and perform surgery (ex. 25565-Closed treatment of radial and ulnar shaft fractures; with manipulation), but does not dictate a consult note, so I only bill the surgical code. Should I be advising him to dictate a separate note so I can capture a NP visit (ex. 99203)? My concern is we are unable to capture a NP visit when the patient follows up in our office because they are in the global period.
