Wiki DX code Help for 22 month old with subluxation

The dx is lateral subluxation .

Can I bill that as congenital even though he doesn't say that ...but I also have no injury information ...

Or do I just bill it as 754.32 ?

Also the procedure is 29325 1 1/2 hip spica and exam under fluoro
on the fluoro 76000 am I to use a modifier -26

It has been a long time since I have done these and I am doubting myself big time!

I hate to code congenital unless I know for sure it is congenital. Do you have access to other chartnotes to see whether that's ever mentioned? If not, I would use 835.00. And yes, add modifier -26 to the fluoro.
