Wiki CPT 24587 and 24343

My physician has billed for 24587 and 24343. Basically the patient has a fracture/dislocation and also rupture the lateral collateral ligament. WC has denied 24343. According to CPT guidelines this can be billed but I cannot get any payer to pay this combination of codes. Any suggestions??
