I'm needing some assistance on how to bill for our OB patients and covid counseling. Dr. counsels our ob patients (especially covid vaccine). One website said to use CPT code 99401 with a dx code of Z71.89. My claims are coming back as not being covered.

I would add Z20.822 as a secondary code as long as this is occurring during the pandemic. However, it could still be denied by some payer - the counseling may simply not be a covered service under some patients' plans.

I don't code OB (gyn onc only), but this might be included in your global maternity care depending on payor policy.
Pre-COVID, did you counsel patient for other immunizations (like flu)? If so, how were those coded?
As @thomas7331 pointed out, a denial for non covered does not necessarily mean the coding is incorrect. I would ask my payors that are denying for a policy, or some other information from them that may shed light on the situation.
