Wiki Cerumen Removal Clarification

Hello! I've searched the forum, and I haven't found an answer for this specific situation, so I thought I'd post a question. :)

Situation: A billing provider attempts cerumen removal with a curette scoop, but is unable to remove any cerumen. The provider then orders an ear lavage performed by a nurse, which is successful at removing the cerumen.
Question: Is the 69210 billable even if the provider was unable to remove any cerumen? Should this be billed with 69209, since cerumen was removed only with irrigation?

Thanks for any help,
Amy
