Please see part of note copied below. Can I bill twice for the instillation of the drugs with 51720?

16 french foley placed without issues (coude).
Bladder emptied.
Gemcitabine instilled for one hour (catheter plugged).
After one hour Gemcitabine emptied out.
Docetaxaloley removed.
Patient will urinate out Docetaxal in 1 hour.
F/U next month for same regimen.
