Is there a code or can we bill for time spent writing a letter on a patient's behalf?
 
It would depend on the reason for the letter. If related to a work compensation situation then this is usually covered under 99455/99456. If this is related to another incident then it may be appropriate to bill 99080.

Code 99080 is used in conjunction with other codes to report health care provider time when extensive paperwork or documentation preparation is required in order to convey a more complete clinical picture of patient circumstances, diagnosis, or treatment. This can include detailing complex patient diagnosis and treatment regimens, disability insurance claims, or documentation to an employer outlining the necessity for family medical leave of absence requests.
