Wiki Billing for 1/2 flu shot.......................

I was wondering how everyone else is billing this. We are having kids come in and get 1/2 the flu vaccine then come back weeks later for the other half. I have read about two different ways to bill this.
1.
90471- Z23
90688 (52)- Z23
(Then bill the same as above when they come back for other half)

2.
90471- Z23
90688- Z23
(Then when they come back for the other half just bill for the 90471)

I appreciate any feedback. Thank you.
