Hello Fellow coders,
Does anybody knows what's backwards coding means? If so... how does it work?.

I am guessing but believe this means that the agency is using ICD9 and ICD10 diagnosis codes. Another term maybe "mapping" the old ICD9 diagnosis (before year 2015)codes to the new ICD10 diagnosis codes. The most current is diagnosis in form of alphabetically letter regarding ICD10 codes. The ICD9 codes were only numbers decsrcibing illnesses. There is a website which will list the ICD10 and the old ICD9 codes. Check out the site www.ICD10data.com

Hopefully no one is still using the GEMS files to code ICD as they were never meant for coding purposes.
