Can any charges be billed if the ambulance goes out but the patient refuses transport?

Did the ambulance crew provide onsite treatment then not do a transport, or did they show up and the person they were called for refused all services? If it's the former, you can bill A0998 which is treatment without transport.
 
They did treat the patient's wound and do a short assessment. The patient then refused transport, so that code should cover it. Thank you!!
