Hello, I am currently billing for a vascular surgeon. Every time I bill 93970 (Bilateral) and 93971 (Unilateral) the insurance will pay on one but not the other, my claims always get denied for duplicate service. Has anyone else had this issue? Should I add a modifier to the second CPT code?

I'm new to billing and would appreciate your feedback. Thanks!
