Wiki 67412 POS denial

Aetna denied 67412 as " The procedure code/type of bill is inconsistent with the place of service. " POS used 11 (office).
All Aetna can tell me is that denial was based on CMS policy. I am unable to find anything on CMS website. Can someone give me some insight on this?
