Wiki 54300 with 54360 for prepucial adhesions

My provider frequently wants to bill 54300 for adhesions of prepuce and tack on 54360 for dorsal plication. There are no CCI edits but the AUA suggests not adding on 54360 to 54304 for a dorsal plication stitch but I'm not sure if 54300 is considered inclusive of those recommendations? Does anyone have any recommendations or guidelines that they follow with these codes?
