Wiki 24670 in the office after treatment in the ED

Patient's non-displaced ulnar fracture was reduced with manipulation in the ED and ortho surgeon co-signed the note. Ortho surgeon reviewed post-reduction xray and billed 24670 in the office 11 days after ED visit. Is the 24670 billable?
 
This will depend on how the ED physician billed. Chances are the ED physician billed out the 90 day global and did not use a modifier stating that they were billing the operative procedure only. If the ED physician billed this as a 90 day global procedure without a modifier yours will be totally denied.
