I have a group of providers who bill 23700 for frozen shoulder while doing the procedure under local anesthesia.

When reading the books and other forum posts it is stated that it is assumed that it should be done under general. Can someone shed some light on if this is true. Doctors are arguing that local is sufficient and they can bill it.
