Impression: Resolved right auricular hematoma with some residual edema

"Right auricle was prepped with alcohol and skin is infiltrated with 1% lidocaine with 1 100,000 units of epinephrine buffered with sodium bicarbonate. Aspiration with an 18-gauge needle yielded no fluid at all"

So how we code this: 10160 with mod 52 for reduced services or 99213? (for procedure to be built in with E/M)?
