The cardiologist can refer to anyone they want to refer to.

The cardiologist would refer to the interventionalist within the same group. I just clarified on what they want to know... Would we be able to bill as a new patient for the interventionalist since they are in the same practice with the same tax ID #?
 
It's not really what you asked, but I think you mean can both the cardiologist and interventional cardiologist in the same group bill for a visit on the same day??
If that is your question, the answer is yes, provided they are credentialed as 2 different specialties. I believe a few years ago Medicare recognized that interventional cardiology is a different specialty. Having a different specialty would allow to bill 2 visits in the same day (and could be considered new patient for the other specialist.)

New patient: An individual who did not receive any professional services from the physician/non-physician practitioner (NPP) or another physician of the same specialty who belongs to the same group practice within the previous 3 years.

It does not matter what type of specialty the referred to physician is, as long as it is different than the referring physician.
