Wiki with or without local anesthesia

In the guideline paragraph for removal of skin tags, at the end of the paragraph there is a phrase " with or without local anesthesia". However, in the description of the code in this part, there is no mentioning of this phrase;

11200 Removal of skin tags, multiple fibrocutaneous tags, any are; up to and including 15 lesions

My question is if we are coding for " removal of skin tags with local anesthesia" should we use a code for the local anesthesia in addition to the code 11200?

Thanks for your reply, my other question is if this is the case with IV pain killers. In a scenario of a closed treatment of an open fracture it was mentioned that the doctor used IV morphine drip for the pain , but in represented codes it was not mentioned in any of them, so I am wondering if the same also applied to IV pain killers before some operations?
