The AMA has a downloadable file for providers to update electronic systems. https://platform.ama-assn.org/ama/#/products/cpt-standard

Since the AMA holds the copyright on CPT, I'm not sure there is any other downloadable source for all of the additions/deletions/revisions. You can find many articles discussing the highlights of the changes or the changes that pertain to a specific specialty. Perhaps that would be sufficient for your needs rather than a complete list?

Some of the specialty coding associations will likely have articles or lists of the changes relevant to that specific specialty as well.
