We are in Michigan, so I know this doesn't totally help you, but here's how it works for us:

A Michigan Supreme Court ruling prevents us from holding the surviving spouse liable for the other spouse's medical bills. If the surviving spouse signed an agreement prior to the service being provided and agreed to pay their spouses bills, you could pursue the surviving spouse and collect using legal action.
The ruling does not prevent you from sending a bill to the spouse. We have very little luck with probate and search the county the patient lived in. Deceased debt usually goes to charity care.
