"Sections reveal a biopsy of skin containing mostly hyperkeratotic stratum corneum in the form of a cutaneous horn and scale crust. At the biopsy base, the superficial epidermal portion of a verruciform atypical squamous lesion is present. The lesion is transected at the biopsy base. Although a wart (of a warty seborrheic keratosis) is favored, the possibility of well differentiated squamous cell carcinoma cannot be excluded; therefore re-excision or other eradication to ensure complete removal is advised if clinically feasible."

Because SCC can't be excluded and the doctor will do a complete re-excision should this be coded as an SCC?
 
I would code it with an uncertain behavior code. Somewhere in the 238... range.
