I understand that V20.0 starts from 0-17 years of age, but is this exactly on the birthday and after the 17th birthday you use the V70.0 code? I know that is the case in dental insurance but is it the same in the medical coding field?

0-17 years reads "0 through 17 years", meaning, anyone under 18.
It doesn't matter as much, if you use a V70.0 for a child, as it would if you used a V20.2 for an adult; the latter is likely to result in a denial, while the first scenario probably won't have a problem in processing.
