OK my people, where can I find documentation that I should only be coding/charging for operative(any) reports that are FINAL/SINGED

Have a new doc who wants me to code/bill draft copies, with missing info and he is not buying the "common sense" reason.

plz help!
 
I've always been told that it's because if it's not signed, the doctor can still change stuff. The signature tells you "hey, i've made sure i'm happy with this note and it is done."

I had a note amended by one of my doctors and what he needed to change was changed so it's all right, but he didn't sign the note, it still says WIP. So i can't do it haha. I hope some of this helps??
