If a patient comes to the facility for a scheduled procedure and goes into pre-op, gets an IV and whatnot, then something happens that the patient had to cancel the procedure. Are we able to bill out for the IV or taking vitals? Or do we cancel the patient and not bill anything for the patient at all?
 
For the ASC you cannot bill a cancelled procedure if the patient never made it to the Operating Room or the room where the procedure was to take place. You can however bill an appropriate E/M code for the work that was done. perhaps 99211......?????

If you look at modifiers 73 and 74, they designate when you can bill a cancelled or aborted procedure that occurred in the OR or procedure room before and after the induction of anesthesia.
