Wiki Unlisted code vs Open Procedure Code

If a procedure is done via arthroscopic and there is not an established cpt in the scope section BUT there is a cpt code for the same procedure if it's done OPEN. Do I use the arthroscopic procedure as unlisted 29999 or use the OPEN cpt with modifer 52?

I remember reading something about using the OPEN cpt code, but I cant seem to locate a definitive answer in writing. That's what I get for cleaning my desk. thanks in advance.

I would compare price to the open code.
For example:
Biceps Tenotomy 29999 compare to open 23405
