Patient is being seen today in our office by his PCP for followup after a hospital stay. He went to the ER after experiencing headaches from a traumatic car ride. As he uses a wheelchair, he was in a transport van going to another doctors office. States his wheel chair was not correctly strapped in and every time the driver went over a bump, he hit his head, his seatbelt jerked and he was constantly flung around. States the driver was driving erratically and that he hit his head multiple times and has bruises on his arms due to improper seatbelt restraints. Went to ER complaining of worsening headache, abdominal pain, nausea and vomiting.
Final ED diagnosis states MVC, abdominal pain, vomiting, syncope.

Patient was also involved in a MVC 3 days prior. He was restrained rear seat passenger of a car that collided with another car.

So my question is who do we as his PCP bill? The ambulance transport company? Does this even fall under MVA since it wasn't an accident or collision? Or the first accident that occured 3 days prior or his health insurance?
