Wiki Treatment for Abortion

I am the only CPC in a large OBGYN practice and I am needing help with two codes for treatment of abortions. My doctor said there is really no difference between CPT 59820 (Treatment of missed abortion, complete) and CPT 59812 (Treatment of incomplete abortion) but I know there is a HUGE difference. I have pulled documentation from my CPT books and from an OBGYN coding companion to show the verbiage explaining the difference of the two codes. He wants all missed AB surgeries to be coded as 59820. I am needing some advice/help on how I should bring this concern up with our coding review board and/or any advice on handling the situation with the physician.

CPT Code 59820 is very clear and can only be coded for treatment of missed abortion completed surgically up to 12 weeks of conception (1st trimester). Whereas code 59812 can only be coded for incomplete abortion any trimester.
